I am writing to let you know that SITA UK has submitted a Proposal of Application Notice (PAN) to Perth and Kinross Council outlining its plans for a waste gasification facility at Binn Eco Innovation Park.
The PAN briefly outlines the proposed development and details the public consultation activity that SITA UK is undertaking over the coming weeks.
Our new proposal is for a 60,000 tonne per annum gasification facility that will manage municipal waste, and possibly small amounts of business waste, processing it with a technology which provides a clean and efficient conversion to electrical power and heat.
The proposal will require planning approval from Perth and Kinross Council and a waste permit from SEPA before it can operate.
The gasification facility forms part of wider plans to develop the Binn Eco Innovation Park. Led by Binn Skips Ltd, the park would also include other sustainable waste treatment facilities and clean technology businesses.
SITA UK is talking to and listening to the views of local communities and other stakeholders as part of its pre-application consultation activity.
We have already begun liaising with local community councils and are hosting three public exhibitions in the villages nearby the site, namely Strathmiglo, Glenfarg and Abernethy.
The dates and locations for the public exhibitions are:
Strathmiglo Village Hall Tue 22 June 2-8pm
Glenfarg Village Hall Wed 23 June 2-8pm
Masons Hall, Abernethy Thurs 24 June 2-8pm
They will give local communities a chance to examine the proposals and ask any questions they may have about the proposals.
Should the application be successful, the gasification facility will replace plans for a 60,000 tonne per annum energy from waste incineration facility, planning permission for which was granted by Perth and Kinross Council in September 2007.

About gasification
Gasification is a means of recovering energy from waste discarded by homes and businesses once recyclables have been removed. The process involves heating waste to a high temperature inside a sealed chamber. This is done in the near absence of oxygen, so organic materials in the waste do not burn but instead reform into synthesis gas - also known as syngas - a mixture of carbon monoxide, hydrogen and methane.
Gasification does not involve burning waste. In fact burning waste would not result in the desired production of syngas. It is this syngas, rather than the waste, that is burnt in order to generate electricity.
The production of energy from waste through gasification off-sets the demand for electricity produced by burning fossil fuels in traditional coal, oil or gas fired power stations.
