The Scottish Government's 'Department of Planning and Environmental Appeals' (DPEA) has responded to our inquiry as to who will make the final decision regarding appeals against refusals of planning permission for incinerators at Dunbar and Perth - their Reporter, or Scottish Ministers:-

With respect to your comments concerning planning appeals by Grundon Waste Management Limited, for the relocation of existing waste recycling centre and formation of a waste to energy facility (reserved matters) at adjoining sites at Shore Road, Perth (Our ref: PPA-340-2036) and Viridor Waste Management Limited, for the erection of an energy from waste with combined heat and power facility at Dunbar Landfill, Oxwell Mains, Dunbar, (Our ref: PPA-210-2012); I can tell you that we have referred these appeals to our colleagues in the Directorate for Built Environment to assess if recall to Scottish Ministers is required.
