PLANS to bring a waste-to-energy plant to Buchan could be back on the cards at Stoneyhill after landfill operators SITA UK revealed they had submitted a tender to Aberdeenshire council for a waste disposal contract.

SITA UK currently provides a landfill service for local authorities at the rural Buchan site and also has planning permission for the disposal of radioactive waste granted back in December 2007.

Anti-incinerator campaigner, John Askey, said he was not aware of SITA's plans and that there was no suggestion as yet of an incinerator coming to Buchan.

But he warned that if it did indeed turn out to be the case he and his fellow campaigners would fight just as strongly as they fought against incinerator proposals for Peterhead's Upperton Industrial Estate.

Mr Askey told the Buchanie: "The worry is that the incinerator is even more pertinent at Stoneyhill than it was at Upperton. However, the same issues still exist and I don't see how permission could be granted as there is the issue of the proximity principle.

"Any large scale incinerator will be fought against because of this issue. It is the same reason the plans for the Upperton Industrial Estate were rejected.

"And this time I will get more than 6,000 signatures against it if I have to," said Mr Askey.

After rumours began circulating in Peterhead last week that the parent company of Sita UK - Suez Group - was planning an incinerator and waste -to- energy plant at the Stoneyhill site, the Buchan Observer spoke to the company, with a spokesman confirming they are tendering for a waste disposal contract.

He said: "SITA UK is one of a number of companies tendering for the Aberdeenshire County Council waste disposal contract and will present its proposals for managing waste created by homes in the region should it be successful in its bid."

If plans are given the go-ahead this could prove a contentious issue for the people of Buchan, who only a couple of months ago protested in their hundreds over Buchan CHP's bid to bring an incinerator to Peterhead.

The plans were eventually rejected by Aberdeenshire councillors after a 49-13 vote at the local authority's Aberdeen headquarters.

Some local residents spoke to the Buchanie two weeks ago regarding their concerns for Naturally Occurring Radioactive Waste (NORM) to be treated and disposed at SITA's existing waste-handling building at Stoneyhill.

Planning permission for the proposed NORM disposal was originally granted by Aberdeenshire Council in December 2007, but the companies is still awaiting authorisation from the Scottish Environment Protection Agency (SEPA), an agreement from the Radioactive Substances Authority (RSA) to change the use of the building from a waste handling building to a radioactive treatment facility, and authorisation for the accumulation and treatment of the waste.

The two companies, Nuvia and SITA UK are organising an additional drop-in exhibition at Longhaven Hall on Thursday, March 25 from 2pm-7.30pm to clarify points raised at the last session and for anyone who was unable to attend the initial session to go along.

The Buchan Observer wishes to clarify some points made in last Tuesday's article regarding the Stoneyhill site. Nuvia and Sita UK say they will be " vigorously regulated" and not self-regulated as we reported. We should also point out that NORM will be disposed of - not treated - at the Stoneyhill building - not the entire site.
