There had been circulated Report No
TEC-39-10 dated 14 May 2010 by the Director of Transport, Environmental and Community Services which updated Members on the draft report prepared by the Council’s Technical Advisers, who were appointed to review the viability of the Skye Energy from Waste (EfW) facility linked to a district heating network, and of the work which was still to be completed before Members would be invited to consider this project further.
The proposed EfW facility was relatively small scale but would be sufficient to produce a heat output to a district heating scheme network of 180-200 houses. The plant would produce solid outputs of ash and Advance Pollution Control Residues and the proposals for their disposal were outlined. There had been concern that companies would not be willing to build such a plant but initial approaches had resulted in five companies showing interest. However, Members were informed that further consideration was required to establish the optimum procurement option for the project.
The Technical Advisers had also undertaken an economic analysis of the development. Their findings had shown that the project would provide a realistic prospect for the management of waste for Skye although the district heating scheme was unlikely to achieve payback over a 25 year period. Further work was required, including preparing a financial model to compare current and forecasted expenditure of the existing waste disposal arrangements with the likely costs of an EfW and district heating scheme. The project was progressing as quickly as was reasonably possible but it was important, given the costs involved, to take time to carefully consider all the issues involved. A further report would be provided to Members before the end of the year.
In discussion, an indication of the comparative emissions from the proposed EfW plant and district heating scheme with current emissions was requested in order to demonstrate the project’s benefit. The possibility of the facility generating electricity was suggested but it was pointed out that the facility would be so small that it would not be economically viable. Reference was also made to the relatively low levels of recycling achieved in Skye, in comparison to other areas, but recycling facilities were limited on the island and household recycling collections had only recently commenced.
The Committee:-
i. NOTED the findings of the Council’s Technical Advisor’s draft report and the
further work which had still to be completed;
ii. NOTED that a further report would be presented to Members once the
additional work, as outlined in the report, was completed; and
iii. AGREED to provide Mr R Pederson with an indication of the comparative
emissions from the proposed Energy for Waste plant and District Heating
Scheme with current emissions from the homes and transport of waste off
the island.
